The annual Digital Counties Survey by The Center for Digital Government is highly regarded. The survey is not a popularity contest but a demonstration of leadership and effectiveness in citizen-first technology in the counties. These places are leading the way in technology implementation nationwide, creating more efficiency and safer communities for their citizens.
