When you manage content for a county as large and layered as Fresno, “paperwork” is never just paperwork. It is contracts that keep the Board of Supervisors moving, inspection reports the public relies on, and compliance documents that protect the county from risk. For Fresno County, the challenge was never whether to go digital. It was how to scale that transformation across dozens of departments without losing control, consistency, or speed.

That is where Claudia Favors comes in. As Fresno County’s Laserfiche Administrator, Claudia has spent years building and expanding one of the most extensive Laserfiche deployments in the region, and she credits a big part of that growth to a close working relationship with MCCi.

Daily Detour: Growth That Outpaced a Single System

Fresno County’s Laserfiche system did not start out as the sprawling, department-spanning platform it is today. As adoption grew, so did the demands on the infrastructure behind it. Workflow volume climbed into the hundreds, and the county quickly discovered that while Laserfiche placed no cap on the number of workflows an organization could build, individual servers could only handle so much before performance suffered.

“I think it’s just about limitless what you can do with that product,” Claudia said of Laserfiche Workflow, her favorite feature in the platform. But limitless potential still needs the right architecture to run smoothly, and that is exactly the kind of problem Fresno County had to solve as its use case list kept growing.

At the same time, thirteen county departments, from the Assessor-Recorder and Auditor-Controller to Behavioral Health, Public Works, Public Health, and Social Services, were each finding their own reasons to rely on Laserfiche. Every department brought a different workflow, a different integration need, and a different definition of “mission critical.”

The Game Changer: A Platform Built to Flex Across Every Department

Rather than forcing every department into a one-size-fits-all setup, Fresno County built out an infrastructure that could support them all. This includes 21 repository servers, 45 repositories, and roughly 56TB of content, supporting 570 full users and 500 participant users across the organization. When workflow volume outgrew a single server, the county simply distributed its nearly 500 workflows across multiple servers instead of hitting a ceiling, turning a limitation into a scaling strategy.

That flexibility shows up most clearly in the county’s integrations. Public Works connects Laserfiche with GIS and Prims to move geographic and infrastructure data between systems. Behavioral Health pulls data into a SQL table and pushes it into SharePoint lists, streamlining document accessibility. The Board of Supervisors integrates with Legistar and pulls contract data through the Laserfiche SDK into an e-contracts system, while PeopleSoft feeds invoice and payment information into that same contract management workflow. On the ITSD side, a custom API connects ServiceNow, known internally as Reach, directly into Laserfiche, pushing documents in automatically and generating the voucher cover sheets the Auditor’s office requires.

Two programs in particular show how far that automation reaches. For ADA compliance and VPAT tracking, departments submit documentation through a Laserfiche form, and any county employee can view submitted VPATs through Weblink while authorized staff edit records through Web Access. A triggered workflow refiles documents automatically whenever metadata changes, keeping compliance records organized without manual intervention.

The county’s Health Inspections Network takes that same automation public. Millions of food, water, pool, hazmat, body art, and waste inspection documents are stored in Laserfiche and made available to residents through the Fresno Health Inspections portal, with confidential attachments filtered out so sensitive information stays protected while transparency stays intact.

The Results: A System That Scales With the County, Not Against It

The numbers tell part of the story. Thirteen departments actively using the platform. Roughly 500 workflows in production. 54 forms live across county operations. Millions of publicly accessible inspection records. But the more telling result is cultural: departments across Fresno County now default to Laserfiche when they need to solve a document or process challenge, and they lean on each other, and on MCCi, to figure out how.

Claudia has built a reputation for pushing the platform further, regularly working with the MCCi team to troubleshoot ambitious ideas. That collaborative approach has paid off repeatedly, turning one department’s integration into a blueprint another department can adapt.

What's Next: Building on a Strong Foundation

Fresno County is not slowing down. The team is migrating from Laserfiche’s Fall release to the Spring release to take advantage of new smart fields capabilities, with QA servers already updated ahead of a full rollout. A sandbox environment for AI and smart fields is in the works, alongside planned upgrades to Quick Fields and DCC for stronger OCR performance. Multi-factor authentication is also on the table for select processes as the county continues to tighten security without slowing down staff.

New projects are already underway too. County HR is building a forms and workflow process so staff can drag and drop invoices into a folder and automatically generate an inbox item, a voucher cover sheet, and an approval path. The ITSD Business Office is rolling out a similar forms-based approach for voucher approval on the invoices flowing in from PeopleSoft.

For a county managing this much complexity, that is the real win. Laserfiche is not just a repository for Fresno County. It is infrastructure, and with the right partner behind it, it is infrastructure built to keep growing.
