Ventura County Eliminates Paper Delays in Legal Document Management

Meet the Client

Ventura County government operates along California’s Pacific coast, northwest of Los Angeles. With nearly 850,000 residents depending on county services, eight departments manage everything from public safety to infrastructure.

The county’s IT Services team supports operations across multiple agencies. Budget pressures and aging technology limited what departments could accomplish. Leadership knew better tools existed. They needed a platform that could grow with them.

Daily Detour: When legal processes move at paper speed

The Public Defender and District Attorney offices faced bottlenecks that slowed the administration of justice. Subpoena requests piled up. Evidence documents required manual tracking. Case files moved between offices on paper or through cumbersome digital transfers. Attorneys needed faster access to case materials. Both departments wanted to collaborate more efficiently while maintaining security.

SOLUTIONS:

Laserfiche ECM

The Solution: Building bridges between justice systems

MCCi developed a two-way integration with Ventura County’s VCIJIS criminal justice system using the Laserfiche API SDK toolkit. Users now access documents directly from VCIJIS with automatic metadata updates in both systems.

A joint escrow repository enables the DA to seamlessly share new case information with the PD. Workflow automation manages content movement between departments. Both offices deployed multiple Laserfiche Forms for routine requests.

The DA now receives law enforcement reports electronically rather than by paper delivery. Specific workflows include expert-hiring requests, seminar-attendance approvals, and subpoena tracking. Attorneys can markup and approve evidence collaboratively within secure repositories.

“He had utilized Laserfiche at various locations before coming to the County in 2011 and knew the value ECS Imaging would bring to the Laserfiche solution,” notes Ed Althof, Deputy CIO for Enterprise, Application, and GIS Services.

The Result: Efficiency gains across the board

Both offices achieved significant time savings. Case file retrieval happens in seconds, not hours. Evidence tracking requires fewer manual steps. Collaboration between DA and PD offices flows smoothly. Security remains intact while access improves. The county continues expanding Laserfiche to additional departments.
